Unhappy Please help! - Possible Swim Bladder Problem

I'm a new Betta owner and this is my second Betta (my first one, Assassin, died after not long when it pushed open the lid in the middle of the night and jumped out of its tank).
I think Saber(my current betta) has swim bladder I recently accidentally fed him without noticing his constipation problem which then caused him to float on his side on top of the water but I quickly gave him a mushed up pea which made him swim normally again and fast him for 3days. After that for the past week he just became more and more sluggish and now he only swims to the top of the tank for air then swims straight down before his tail sinks him. I fed him once cause he became really pale and it looked like his face was sinking in and he swam around happily for about an hour then stayed still at the bottom of the tank again and his stomach swelled up more than usual again. Now he refuses to eat the pea or anything.
It's small one gallon tank that he's in now, with a brand new filter and small water plant and I've been trying my best to keep the temperature at 75F with the new weather we have by putting warm objects close to his tank as well as an in tank heater pH 7.2-7.4 Ammonia 0 Nitrate 0 and currently treating him with a new multicure for the past 2days. I read somewhere not to put salt in until he is cured.

He also had fin rot in which I've treated where fins have stopped getting worse but hasn't gotten better.

Need abit more details and a picture..
Housing
What size is your tank?
What temperature is your tank?
Does your tank have a filter?
Does your tank have an air stone or other type of aeration?
Is your tank heated?
What tank mates does your betta fish live with?

Food
What type of food do you feed your betta fish?
How often do you feed your betta fish?

Maintenance

How often do you perform a water change?
What percentage of the water do you change when you perform a water change?
What type of additives do you add to the water when you perform a water change?

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed?
How has your betta fish's behavior changed?
When did you start noticing the symptoms?
Have you started treating your fish? If so, how?
Does your fish have any history of being ill?
How old is your fish (approximately)?

What exactly did you do so far, and what med is he on right now?
(sorry need abit more background info to make a accurate and helpful diagnosis)

1gallon tank
temp -74.3F
Filtered tank with live plant
Tank has a small heater that sits under gravel
Only fish in the tank

I used to feed it frozen brine shrimp i few months back but then changed to BettaMin Tropical Medley red flakes 6days a week and since the bloating 3small pieces of frozen peas altogether but for the past 2days I've been too afraid to feed him

I change the water 2-3times a week 25% change once or twice a week and a 100% change every week. Adding 8-9 drops of Betta safe water conditioner. Yesterday I added 1/2 teaspoon of Betta fix containing 0.2% melaleuca and 1/2 teaspoon today (it says to continue for 7 more days).
I used to use 1mL Aquamaster multicure per water change until changing to Betta fix.

I tested the water yesterday before placing Saber in:

Ammonia: 0
Nitrite: 0
Nitrate: 0
pH: 7.2-7.4
Hardness: Don't know
Alkalinity: Don't know

How has your betta fish's appearance changed?
His face looks a little grey (I don't know if its just me)
Constant bloating
Signs of fin rot
How has your betta fish's behavior changed?
Lying on the tank floor, unmoving most of the time (used to be quite cheerful and swims around whenever I came up to the tank)
When did you start noticing the symptoms?
1week
Have you started treating your fish?
Tried feeding pea currently on bettafix and fasting
Does your fish have any history of being ill?
Yes fin rot and has been overfed about 2weeks ago
How old is your fish (approximately)?
I've had him since November last year
