aq. salt /fin rot

I am trying to treat for fin rot, and it seems my Aq. salt does not dissolve. Does that mean it is old ? HOw long does it normally take to dissolve ?

Usually takes me around 4-5 minutes of stirring it in a cup with aquarium water.. never dissolved 100% for me i just don't pour in the remains(usually like 2% of the salt)
