Cloudy water 1 day after setup. Why?

So i setup my 5 gallon a few days ago. A day later it was cloudy and still is cloudy. Used some viniger to scrub it since I lost a betta in it due to various deseases. Current betta seems to be doing fine.

Did you cycle the tank first? It is probably going through a bacterial bloom or something.

No, I did not cycle my tank. My substrate is gravel.
