I've had no experience with what is happening to your fish but as people wake up. someone might have a better idea what is wrong.

It looks like he might have some kind of tumor to me, but again I have not had to deal with a fish with one yet.

Welcome to the forum though, I hope someone can help you and your fish soon!

Ok so... Looking at the stickies in this section... Looking for tumors.... Be right back
So after reading through some tumor threads ive found that there is no cure for tumors. SOME vets might remove it for you, but that is rare. Your betta may live a week, maybe a month, maybe years. DO NOT attempt to remove the tumor on your own. Just make him comfy.

Its hard to tell by the pic...but it looks a bit like Lymphocystis.....google pics and see if they look like what your Betta has....If so, it is a virus and no treatment, however, it usually isn't fatal unless it impedes on daily living....when on the mouth or gill it can sometimes be problematic.....unless you have a vet remove it.... you have to wait for it to run its course and fall off in 6-12 weeks.
Until then keep the water clean and if struggling lower the water level-using Epsom salt 2-3tsp/gal may or may not help...but it won't hurt as well as some tannins in the water-either IAL or Oak leaf....

Keep us posted....
