Is low light considered shade?

I'm setting up a few outside tubs that cannot be in the sun because I'm sure the water would get too hot. They will be in the shade. Is the ambient light under a tree enough light for low light plants to survive in the tubs? I'd like to use anacharis because it is the cheapest and seems to be the best water cleaning plant locally available to me although I am looking for the lily that does well in shade.
