Unhappy Please help me help this poor guy!

In the past I had a betta fish that died after being with me for 3 years. That was a couple years ago. I have not got a betta fish since. A few days ago my friend offered me hers because she knew I liked bettas and said she didn't want him anymore. I said sure I will take him. She brought him to me in one of those small cube tanks that are not even a gallon. His water looked clean, but not to be mean because this person is my friend, I notice a slight ring around the the bottom like water had been sitting there for a while so I am asuming she just cleaned it before bringing it to me. This betta has fin rot and has this spot on his had that after further research I believe is velvet. I set him up in a 3 gallon tank with a filter. He seems very happy with his upgrade. I adding some aquarium salt to help his fin rot and I have been making 50% water changes everyday. Some people said to treat velvet like ick so I used a 1/4 of an Ick Guard tablet that I had for my other tank with tropical fish. I don't feel that this is a good method though so I am asking what else can I do? His tank temperature stays at about 76 degrees I just bought a heater today to put in there. I don't leave the light on as I read this will help the velvet. All the levels are good. I haven't had a betta for a while and even when I did have mine he never had any problems and lived a good life so I am sorry if I am doing this all wrong. So please I need some advice on how to fix him. Sorry the pics are different sizes I tried to fix it. Also sorry they are blurry.

That's not Ich. And when they mean to treat Velvet like Ich, they mean with aquarium salt and heat. Anyways, is it like a cottony growth? They're usually white, Not like that. I suggest not to medicate anymore. Please fill this out:
Housing
What size is your tank?
What temperature is your tank?
Does your tank have a filter?
Does your tank have an air stone or other type of aeration?
Is your tank heated?
What tank mates does your betta fish live with?

Food
What type of food do you feed your betta fish?
How often do you feed your betta fish?

Maintenance

How often do you perform a water change?
What percentage of the water do you change when you perform a water change?
What type of additives do you add to the water when you perform a water change?

How has your betta fish's appearance changed? Has random spot on head
How has your betta fish's behavior changed? Not sure of his normal behavior as he is new, but he swims around and eats fine.
When did you start noticing the symptoms? When he was first given to me a few days ago not sure before that.
Have you started treating your fish? If so, how? Aquarium salt and the ick gaurd which I only did once and will stop now.
Does your fish have any history of being ill? not sure
How old is your fish (approximately)? I have no idea :(

Nitrite 0-20? nitrite should be 0 or as close to it as possible.

Velvet would look like gold dust sprinkled on his body and usually you can only see it by shining a flashlight (or camera flash) on his body.

Also are you sure he has fin rot? Since he is a crowntail betta, it would be very hard to tell if he has rot since they normally have spiky fins.

That thing on his head - is it fuzzy at all? or does it look like something is eating away his scales?
Did you see this betta before, or was it your first time seeing him when your friend gave him to you? I'm thinking maybe that peach colored spot is his normal coloring as some bettas have odd color patterns and there are some that have the marble gene which will cause their colors to change over time.

How is his behavior? is he active and alert or is he lethargic and just chills in one spot. If he was sick, he would most likely have clamped fins, be lethargic and would not eat. clamped fins are usually the first sign something is wrong somewhere and from the pic, I am not seeing that

like tikibirds said u need to turn ur lights off and hold a flashlight or camera light or cell phone light to him if u see like a gold dust it is velvet. he may just have some fin issues. hard to tell with those pics. i would warm up the water to at least 78 if ur heater is adjustable. untill u can be sure about the velvet id probably do a large water change to get the ick tablet out. oh and if you have carbon in your filter it will null any medicine you put in the water anyways

Yeah I agree that peach colored spot on his head looks like part of his color, he is a very pretty little guy...Good luck I sure hopes it ends up being nothing to worry about.

I'm sorry i mixed the nitrite and nitrate up. The spot is is fuzzyish. I saw him once and his whole head was black it was a pic she sent me when she first got him a few months ago. His fins don't look to be the right length they are all messed up looking. I don't know maybe he was in a fight once and they never grew back right. I don't see any gold dust. He swims around and he sleeps at the bottom of the tank every now and again, but is swimming around a bit now and sometimes will just chill in a spot for a few minutes. He eats fine. He doesn't seem lethargic at all.

I am looking at him more and I am just not sure if it is fuzzyish it is so hard to tell I will try and get better pics up. Those scales do seem different from the rest texture wise and the peach color does throw me off since he doesn't have it anywhere else.

Update: He is still eating fine and swimming around. I just really wish I knew what it is. It bothers me soo much because I don't know if it is something bad that could be hurting him. I want to make sure he is okay. He really likes his light on, but because I am still not sure if it is velvet or not I have kept it off. I feel bad. Any help or advice would be greatly appreciated. :)
