HELP me save my betta

I am a fairly new betta owner and have been trying to do my best. He started in a .5 tank but I moved him to a 2.5gallon once I found this website.
What size is your tank? 2.5 gallons
What temperature is your tank? 78 -82
Does your tank have a filter? yes but we rarely use it because the flow seems to be to mush for him
Does your tank have an air stone or other type of aeration? no
Is your tank heated? no it has been so hot here
What tank mates does your betta fish live with? nona

What type of food do you feed your betta fish? pellets and frozen brine shrimp
How often do you feed your betta fish? 2 times a day about 4 pellets in the morning and a little chunk of frozen brine shrimp in the evening. An occasional blood worm

How often do you perform a water change? Once a week 50% but I haven't for about two weeks due to not being home much. (I feel terrible)
What percentage of the water do you change when you perform a water change? 50%
What type of additives do you add to the water when you perform a water change? the drops to take out chlorine

Water Parameters:
Have you tested your water? If so, what are the following parameters? no

Symptoms and Treatment
How has your betta fish's appearance changed? His fins are tattered and torn. I have notices a red tips on a few, but I can't tell if any are black because he is so dark.
How has your betta fish's behavior changed? He is still very active when I approach the tank, but otherwise he just lays at the bottom, but he is eating the same. He hasn't been blowing as many bubbles, and just seems sad.
When did you start noticing the symptoms? About three days ago
Have you started treating your fish? If so, how? I just did a 50% water change
Does your fish have any history of being ill? No
How old is your fish (approximately)? don't know

You either need to leave the filter on all the time or remove it all together....
When the filter is off longer than 6 hours the bacteria start to die and when you turn the filter back on it can flood the tank with ammonia.....

Often in the smaller tanks with a filter-the filter can be the cause of the fin damage that then can lead to a secondary infection-especially with the long fin males. Not to mention the stress too strong of water movement can cause...

IMO/E filters are optional for this species.....

Right now I would do a fresh/dechlorinated water treatment.....remove the filter and make 50% daily water changes for 5 days.
Then make a 100%.....
Then get on a regular schedule of twice weekly....1-50% and 1-100% to maintain water quality in a 2.5gal unfiltered tank without live plants......

Nutrition-if you have access to mosquito larva offer several rinsed for one meal a day to boost protein intake to promote healing....If not, feed good quality varied diet in small frequent meals.....
