possible fungus?

I'm not sure what it is. I've just noticed some white ( or clear? ) stringy stuff stemming off his caudal and dorsal fins. I'm guessing this is a possible fungus? Also, his anal fin has some strange... bending? Like, if you were to take a piece of paper and fold it three times, that kind of bending.

What size is your tank? 1 gallon.
What temperature is your tank? 79 degrees.
Does your tank have a filter? no. i do 100% water changes every 3-4 days.
Does your tank have an air stone or other type of aeration? no, just live plants.
Is your tank heated? no, doesn't need it in the summer time.
What tank mates does your betta fish live with? none.

Food
What type of food do you feed your betta fish? tetra betta mini pellets & betta min tropical melody. i know not the best food, but i'll be upgrading to omega one asap.
How often do you feed your betta fish? twice a day, a few pellets or flakes at a time.

Maintenance

How often do you perform a water change? every other 2-3 days.
What percentage of the water do you change when you perform a water change? 80-100%
What type of additives do you add to the water when you perform a water change? zoo red betta h20 conditioner.

Water Parameters:
Have you tested your water? If so, what are the following parameters?

When did you start noticing the symptoms? a few days ago.
Have you started treating your fish? If so, how? yes, today i did a 100% water change and put melafix in his tank.
Does your fish have any history of being ill? when i rescued him, he had severe fin rot.
How old is your fish (approximately)? no idea. :( i'd guess over a year, but i've only had him four or five months.

I'm not seeing any clearish or whitish like stringy stuff from any of his fins in the pic... where is that darn magnifying glass I keep talking about getting?

BUT...

Do you have air conditioning? I think you always have a good heater and thermometer in his tank at all times. I live in the south... I know... we've had 110 degree temps here lately. But, temps drop at night. If there is fluctuation in temps from day and night, that could be enough to trigger problems.

Please try to get a pic that shows what you are seeing on his fins.

It actually doesnt /stay/ in one spot for very long :/ in the picture i provided its actually on the fins above the anal... They've never been so... Stringy? Also no i dont have a/c :p

I have them in a basement and the temperature stays pretty consistent.
