I think with the tetra filter you can also take out the cartridge and replace it with filter foam - which would not only reduce the flow but help with biological and mechanical filtration as well. Plus the foam will last alot longer then the cartridge will. I use foam for AQUACLEAR filters.
Wait..are you trying to baffle the outflow or reduce the intake flow?
I'll look into the foam. And at this point I'm looking into reducing either. When it's on, the outflow is too strong for my fish as well as the intake flow. It has trouble swimming where the filter "waterfalls" and also got pulled in against the intake part of the filter.
