Coating on top of water

There is a thin coating of residue on top of the water. There are tiny bubbles in this residue. What could this be?

A friend of mine said it was because "Bernie" was ready to breed.

The residue is often a sign that oyu need to change the water. Often times dissolved solids will collect and cause either an oily or dusty sheen on the water. If you want to just try to remove the sheen then use paper towels on top of the water. Otherwise do a 50% water change and it could take care of the problem.

As for the bubbles, if you have an airstone the film is likely causing it. Otherwise bettas like to build bubble nests and otherwise just like to blow bubbles in still water.
