I use a DSLR. They are probably the best to use when paired with a macro lens. Of course, if you don't already have these, it'll set you back a fair bit to buy them. If you just have your ordinary camera, best thing to do is take your fish into some sunlight or shine a light on them. Make sure your fish is in focus, and adjust the settings in nessacary.

I never use a flash, and most of my pics are with LED lighting..I move Buddy's LED off his tank and angle it where I get the best light. I also rarely use my zoom..just move closer to the tank.
