Chloramines?

I found out that my township gets water from the city. Now I knew that the city used chlorine two years ago before I moved, but just found out that last year they changed and use Chloramines. I lost two female betta fish back in may and although I changed the water every other day at 50% and 100% once a week they both died with in 5 days. When I got my new male betta fish I started using bottled water that was treated outside the city.

My question is has anyone else used a water conditioner that safely removed all of the chloramines? API stress coat says it does, but I'm just scared of losing fish over tap water.

I use API Stress Coat and I've never had an issue. Not sure if my city uses chloramines but most water conditioners remove it.
