Velvet or his coloring?

My giant roundtail has some gold under his eyes. Is this an early sign of velvet, or is it just his coloring?

Housing
What size is your tank? divided 10 gal
What temperature is your tank? 82F
Does your tank have a filter? yes
Does your tank have an air stone or other type of aeration? yes
Is your tank heated? yes
What tank mates does your betta fish live with? divided tank, one other male betta (VT)

Food
What type of food do you feed your betta fish? Aqueon betta pellets
How often do you feed your betta fish? 3-4 pellets morning and night, fast on Sundays (before I get a lecture on him eating so much, please remember that he is a giant and bigger than most bettas; therefore he eats a bit more)

Maintenance

How often do you perform a water change? 2x weekly
What percentage of the water do you change when you perform a water change? ~25%
What type of additives do you add to the water when you perform a water change? Stress Coat, pH Down as needed (my tap water is horribly unreliable in terms of pH, so I test it straight out of the tap every time I do a water change)

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia: 0ppm
Nitrite: 0ppm
Nitrate: 5ppm
pH: 7.2
Hardness: soft water unit in house
Alkalinity: Not tested

Symptoms and Treatment
How has your betta fish's appearance changed? Gold under eyes
How has your betta fish's behavior changed? N/A
When did you start noticing the symptoms? He's had it since I got him at the beginning of June
Have you started treating your fish? If so, how? No
Does your fish have any history of being ill? No
How old is your fish (approximately)? ~ 4 months?

It might just be his coloring. But if you're worried you can take him out in a QT and do a 1 week 1tsp of aquarium salt/per 1 gallon of water to see. It's better then starting him off with medication and not knowing if he's actually sick or not.
