Velvet or his coloring?

My giant roundtail has some gold under his eyes. Is this an early sign of velvet, or is it just his coloring?

Housing

Food

How often do you feed your betta fish? 3-4 pellets morning and night, fast on Sundays (before I get a lecture on him eating so much, please remember that he is a giant and bigger than most bettas; therefore he eats a bit more)

Maintenance
How often do you perform a water change? 2x weekly
What percentage of the water do you change when you perform a water change? ~25%
What type of additives do you add to the water when you perform a water change? Stress Coat, pH Down as needed (my tap water is horribly unreliable in terms of pH, so I test it straight out of the tap every time I do a water change)

It might just be his coloring. But if you're worried you can take him out in a QT and do a 1 week 1tsp of aquarium salt/per 1 gallon of water to see. It's better then starting him off with medication and not knowing if he's actually sick or not.
