Well I found a way can give your little friend a good home that meets all of his basic needs on a budget:

Why is this good?
It gives a betta a foot of swimming length and enough room to very comfortably turn around, so he will get plenty of exercise.
It comes with a small, gentle filter. So the water will stay a bit cleaner and you might even get a cycle going!
It comes with some gravel and a SILK plant, which is perfect for a betta to hide and rest in, because silk is gentle enough not to hurt him
The tank has a hood so he won't jump out!
Now all you need is a heater....and this one would work for that tank:

This is the cheapest heater I could find for the wattage(I know it says up to 1.5 gallons, but it should be fine for 1.77 gal).
Generally people like adjustable heaters better, but this one should work fine for keeping the tank at a stable temperature.
