New betta sick?

I got Jonah last Tuesday after Casper passed away. I scrubbed Casper's old tank with 8 parts water 1 part bleach rinsed well and put in a soapless dishwasher twice to rinse out any residue or germs left in the tank. I added preconditioned water to the tank and added 1/4 tsp of AQ for the torn/bit fin he has. Acclimated Jonah and put him in the tank. He was very shy and clamped but I just let him be in hopes giving him time would help him. Well, that was a week ago. Now he just sits at the top of the tank on a silk plant, not eating and only responsive if I put my finger on the side of the tank.

Maintenance
How often do you perform a water change? Twice per week
What percentage of the water do you change when you perform a water change? 50% and 100%
What type of additives do you add to the water when you perform a water change? Jungle Start Right. I was adding AQ salt but quit that after 2 days

Have you tested your water? If so, what are the following parameters? I just did a 100% change yesterday so ammonia levels should be 0.

Symptoms and Treatment
How has your betta fish's appearance changed? He's clamped, really really clamped. Color has not changed.
How has your betta fish's behavior changed? Lethargic, unresponsive, just sits on a plant leaf all day
When did you start noticing the symptoms? Last week
Have you started treating your fish? If so, how? Just giving him time to settle in
Does your fish have any history of being ill? Unsure
How old is your fish (approximately)? No idea

I'm very worried. This is what happened to Casper before he passed away, not eating, clamped, lethargic etc. I don't know what to do. :(

Did you sun-dry the tank? Bleach can leave residue if not sun-dried. The washer won't get the residue out. Sorry this is happening... Again.

I did, I left it out in the sun for close to 6 hours. Was this not enough time?

Should be. Are you sure there isn't ammonia in your tap water? Other than this, he may just be taking a long time to settle.

It's well water that gets shocked every couple years. I'm 100% sure it's ammonia free. I'm super worried. I just want a normal betta fish.

Dang girl...so sorry to hear you are going through this! I bet he just needs time to settle...warm, clean water, and a dark quiet spot I think. Keep me posted!

I got him from Petsmart, which is shocking because my Walmart fish is living better than Jonah. Petsmart here is really nice, fish are in clean water that is cleaned daily. I just don't know what to do. Maybe I should move him somewhere other than the kitchen? I don't have a place to put him in my room, but I could make room somewhere....

Petsmart? I bought Lebron there. Pretty good quality. Maybe you should move him. So there's not much stress from outside the tank. You could cover his tank with a blanket so he's in a dark place. Does he have a hiding spot?

He has 3 silk plants in his tank that he uses as his resting/hiding spot. Being in a 1 gallon tank with a heater doesn't leave much room for anything else. Gosh I wish I had a bigger tank for him.
