Help! Is this dropsy? D:

I am really getting very worried about my betta. A few days ago he was recovering from fin rot quite well, and then all of a sudden when I came home today, his right eye was bugging out and there was a ring of white around both his eyes. He's always had white around his eyes because he has a pale face, but today the rings really thick. He's also looking bloated now, but there isn't any pineconing. I thought he was just constipated at first so I fasted him for two days and the bloating went down, but now it's suddenly appeared again.

He's still swimming around and is very active and is still eating. Do I treat him for dropsy or popeye now? This is the first time I've had to deal with so many illnesses in one fish :( I'm never going to let someone else look after my fish for me again.

Symptoms and Treatment
How has your betta fish's appearance changed?
White rings around both eyes, right eye bulging out, bloated stomach

Still as active, but last night he was rubbing his face against his cave (it's a smooth, glazed ceramic one)

The white around his eyes has been there for around for a while, the stomach bloating just got really huge today, and his eye started swelling today..

I took some pictures of him. It's hard to get his tummy because I can only see most of the bloating from the side and he wouldn't keep still.




UPDATE: I just added 20mg of doxycylin into his water because I read online that it can treat illnesses that cause dropsy and when I zoomed in on one of the photos, he looked like he was pineconing a bit. D: He's also rubbing his face again.

Now he's darting around and flaring at nothing. He's never done this before D: in fact none of the 14 other bettas I've had before him ever did anything like this before. Should I change his water now? I just did a 50% change yesterday.
