Yes, the kit I bought has a filter in the lid, it should cycle the tank 4 times per hour. I let it cycle for 5 hours before I put the fish in.

Cycling takes a MONTH. It's not just a few hours. The filter didn't do anything for those 5 hours.

+1 sometimes it can take up to 8 weeks. Even longer If you're cycling eith the fish in the tank.

Any sort of cycling product you put in your tank doesn't automatically cycle it. It helps jump start the cycling.

I have read that I can buy solutions that help create the bacteria that is needed...and as my plants grow that will help some also. Should I add some of that solution asap?

You don't have to. The bacteria need special conditions to live and those in bottles don't really help at all. Here are some tips for cycling:
1. Don't do 100% changes and clean the gravel. 1/3 of the BB (beneficial bacteria) are in the gravel and in the water.
2. Get a LIQUID test kit. It can help you know how much ammonia, nitrite, and nitrate.
3. If the Betta is the only one in the in the tank, you don't need to do a Fish-Less Cycle.
