Fish not eating

Hi everyone I am having trouble with a betta I purchased about three weeks ago. He won't eat, I have tried flakes, pellets, betta crisps and frozen brine shrimp. He doesn't appear sick, fins are fine, he swims around but I do see him floating in one spot for a while. I have started him on stress coat to see how that goes but he doesn't appear sick so not sure if I should start aquarium salt treatments. Any advice? He is in a one and a half gallon glass cube tank with live plants.

Temp of tank? Is it heated? Does it have a filter? You could try making garlic water ( smashing garlic and soaking it in water) dip the food in then feed. Most betta love garlic and it helps their immune systems.

temp is about 79, no heater and no filter. I never heard of the garlic treatment. I may try that. Thanks
