Missing scales?

Hey guys!
My CT betta Suzuki is missing a few scales and I'm just making sure it's nothing serious.

Housing
What size is your tank? 9 gallons.
What temperature is your tank? 80F.
Does your tank have a filter? Yes.
Does your tank have an air stone or other type of aeration? No.
Is your tank heated? Yes.
What tank mates does your betta fish live with? A few snails that came with the plants.

Food
What type of food do you feed your betta fish? Hikari Betta Bio Gold pellets and occaisonally bloodworms.
How often do you feed your betta fish? 3-4 pellets every day.

Maintenance
How often do you perform a water change? Once a week.
What percentage of the water do you change when you perform a water change? 33%.
What type of additives do you add to the water when you perform a water change? Water conditioner-JBL biotopol.

Water Parameters:
Have you tested your water? If so, what are the following parameters? No, I need to get an other tester kit from my LFS.

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed? Missing a few individual scales and a few groups of scales. Also, he has red streaks on his gills (I'm not sure if this is normal or not).
How has your betta fish's behavior changed? It hasn't.
When did you start noticing the symptoms? Roughly a week ago.
Have you started treating your fish? If so, how? No, because I want advice first so that I know what I'm doing.
Does your fish have any history of being ill? Yes, he is currently healing from mild fin rot he got from the LFS where I bought him.
How old is your fish (approximately)? No idea! I've had him for 3-4 weeks.

Forgot to add the questions! Is it a disease? If so, how can I treat it? Are the red streaks normal?

Red streaks on gills seem to happen with my fish when a water change is needed, usually from ammonia, but can happen from nitrite or nitrate. Is the tank cycled? How often do you change the filter cartridge?

Also, random missing scales can happen in older bettas, I call it acne :P

Yep, the tank is cycled. The filter has a sponge which I rinse in aquarium water every month. I don't think my betta is that old as he is still quite small.

He may have bumped into something. Or just shed them. The red streaks, isn't that a sign of Septicemia?

Red streaks around the gills I think is gill burn, which happens when the ammonia is up, but happens long before fin-rot.
