I replace a third to a half of the water every week. As for food I feed my Betta: Tetra Freeze Dried Bloodworms a couple times a week and Tetra BettaMin Tropical Medley. She doesn't seem to like pellets.

Is it possible to get an API kit at Wal-Mart or do I need to purchase one at PetSmart?

It sounds okay although adding a little more variety doesn't hurt.

Never been in US but I do believe any petstores specializing in fish should have API liquid test kit in stock.

I do have more variety in fish food I also have Atlantis Tropical Fish Flake Food and Wardley Essentials Betta Food, but neither of them like those foods.

As for separating them, should I place the new one in a small glass bowl until I can buy another 1 gallon tank for her?

And I just found a water testing kit on the Wal-Mart website that I plan on purchasing.

It's fine as long as the temperature is consistent at above 76 degrees Fahrenheit and water changes done daily with limited feeding to minimize the possibility of ammonia intoxication.

Lily(the new fish) is much less lethargic. She still has a problem swimming though. She struggles to swim down, then floats back to the top.

Right now both fish are staring at me too. =D

That's the water conditioner I use and haven't had any probems with it at all. Just make sure you add it to the new water beforeit goes in the tank, and be careful when measuring out the amount. the measuring cap for it is quite large and it would be difficult to measure out the quantity for 1/2g etc.
