Balthazar shredded his tail, what do I do?

As Lebron said.

I was told to use clean water and to feed them high protein food.
Also, try to rearrange some of the stuff around in the tank. It alleviates boredom for the fish and can cause less stress.

Thank God I got more AQS and the only thing I really have is freeze dried bloodworms, will that help?

Not really, hardly has any protein. :/ Try frozen or live foods if you have any.

Betta flakes and pellets have a good amount of protein :)

But I"m sure live food has more xD

I don't have either. :/ My town has that stupid no standing water law or I would grow some mosquito larva

I see some plastic stems (not the leaves) It could be why that he probably swim through it and shred his fins.

It is a silk plant. He has a history of tail biting so I think he bit it out of boredom
