Not sure what's wrong with my fish

My betta, Kalic, has been lathargic lately and not really eating. He sticks mostly to the top of the tank, and looks like he has trouble swimming down, and it looks like he floats back up, but will still go hide in his jar on the bottom. He doesn't have clamped fins, he is making bubbles, but not many and not enough for a good nest. I thought he might just be bored. I put him in a clear cup and set it in my tank with my female bettas to see if he would cheer up. He flared for second, stopped, flared again, then did nothing. I don't see any spots on him, or gold dust when I shine a light on him. Could it maybe be swim bladder, or something else?

What's the temperature? And take the male out now if he's still in the tank with the female.

He's not actually in their tank, he's in the cup. Temp is about 76-78

Symptoms and Treatment
How has your betta fish's appearance changed? No
How has your betta fish's behavior changed? Yes. Has trouble swimming down, lethargic, doesn't flare except for a very short amount of time. Wont flare at a mirror, but will flare for a moment at other bettas.
When did you start noticing the symptoms? Few weeks ago
Have you started treating your fish? If so, how? Thought he might just be bored so I bought more fish to put near him. Used to have another betta, but it died a while ago. Thought that might be part of the problem.
Does your fish have any history of being ill? No
How old is your fish (approximately)? 1 year+

While checking him out in his cup, I have noticed that he has some kind of white bump on his chin. I guess that could be mouth fungus, but I don't think that explains why he isn't swimming right.

I have changed his water and added salt and antibiotics as the entry suggests. Here's hoping!
