Unhappy Red dots!!! help!

My male betta named rag is usually brown and clear, but today I noticed red flecks all over his fins and one spot of red on his body.

He isn't acting strangely, he is eating and is very active.

Does anyone know what this would be?

It doesn't look like natural coloration.

He is also in a divided tank, so if he does have something I really don't want it to spread to the other fishie.

Addition: this should not be from ammonia. I tested the water yesterday and it was perfect. The only thing that may be causing the dots is my extremely high ph which is 9+. Would that be a factor? I did a 50% water change today
Also more than one red dot on body lots of red dots on body
