Looks like it has a plunger/pump type thing to start it, we used to have one of those and it was a pain in the bottom to get to work. In order to get the siphon started you have to repeatedly pump the end of it, if suction stops halfway during your water change you might find it hard to start it going again (we did when we had one anyway).
If you want to give it a go I'd say do it, it's a cheap thing so you wouldn't lose much by trying. If possible though I'd suggest getting one with a squeezer ball as they seem to work much better.
