Semi functioning gills?

Squirt has been flaring, not as much, but enough for me to notice that his left gill only opens up all the way a small percent of the time. The right one opens all the way and stays open until he calms down. But the left one goes down after a second or two.

Is therre anything bad about this? Or is it just something that can't be fixed?

I doubt it's anything to worry about if everything with him is good.
