Ripped tail

My baby has a pretty badly ripped tail (many places, fairly deep into the tail)
He had a fungus about a month ago, but I got medication which fixed that up but the ripping has only got worse. I thoguht it would get better, but it's only gotten more torn in the last week.
I've recently (once the fungus heals) moved him into a bigger tank (about 15 liters) he has a heater & a filter.
He has a little bit of an obsession with the filter, sitting on it or under it. I'm concerned that that might be the problem, but I don't want to get rid of the filter.
Please help! I know this can heal, but not if it's still getting worse..

Can you get a good pic of the fins?

There are several things that can be causing the fins to be shredded. Is he a long finned betta like a HM or VT? he can be bitting his fins which may explain why they are not healing or may have fin rot or maybe a decoration is too sharp

how big is the tank
how often are water changes

He's an attention freak when he wants to be, but doesn't like his photo being taken, so this was as good as I could do.
I took out the plastic plant, I never really wanted a plastic one but it came with the tank and the themometer because that had sharp corners (he had a bit of a love affair with that themometer).
I do about a quater water change a week, and did a 2/3 one today after how bad the fins looked. I've had his water tested, the aquarium shop said it was perfect. The tank is about 15 litres. The heater is on 26 degrees celsius.
I don't think it's fin rot, I've been looking closely and it doesn't seem differently coloured or anything.

I made a baffle for his filter like is shown on here but i don't think it's going to help. The filter is vertical under the water with the part that the water comes out of near the water surface. so the baffle just pushes the water up instead of down & up, making the movement on the surface.

It just looks like he got it caught in the plant. It should heal itself in a bit and dead parts may fall off, it shouldn't be a problem it's not that bad of a tear.

Hi! 15l is about 3.something gallons. This classifies it as a fairly small tank. The filter will be helping, but not a whole lot :) I would recommend you do atleast two 50% a week and an extra 100% on top of that, every two weeks.
This way your fish will heal much faster :D

I'm never concerned with ripped fins. with perfect water conditions the timeframe it takes a ripped tail (splitfrom end to end) should be 4 days.
The greater problem at hand is the water parameters :D

Upping the temp up to 28 is a "betta" temperature XD

do you mean 78 aokashi? Im going thru the same thing with Moonies tail...I think the filter is a problem for my guy too.

XD 82F is a better temperature, but 78 should be the lowest.
I was talking about 28C :P
