Exclamation HELP PLEASE ( Fin rot )

I bought my betta, Charles, about 3 weeks ago, and he had a very mild case of fin rot. I thought I could save him, but maybe I was wrong.
When I bought him, it was upstate New York. However, I live in New York City. He survived the four hour car drive ( I wasn't expecting him to have to come back with me though, he wasn't intended to ever have to go back in a car, sigh.) Anyway, I cycled a 10g tank and settled him in. He seemed to be doing alright, eating regularly and being active. Though, his fin rot didn't seem to get any better. It started to get worse a couple of days ago, and I've now started him on a combo of maracyn, maracyn II, and salt. I'm on day 4 of the medication, and he's only been getting worse. I even kept something over the tank to keep it dark, seeing as Maracyn II is photosensitive.
It's so bad now. Looking at him makes me want to cry. His anal fins were regrowing so beautifully, and in the matter of a night, most of the entire fin came off. I moved him into a little 1g bowl, as a hospital tannk, with a heater. I need help, I can't lose this fish.

Charles soon after I got him:

Charles now:

Help please!

More diverse diet stress in the tank might cause it maybe a bigger bowl change the bowl ounce a day to get rid of bacteria and ammonia.

Also,

My tank is 10 gallon tank.
The temp is always between 76- 82F
It does have a filter.
It has an air stone, but i haven't used it as of late because of the current it makes.
It is heated.
He has no other fish in the tank.

I feed them freeze dried bloodworms and brine shrimp like 3-6 worms 1x a day, or a couple of tiny chunks of the brine shrimp.
I feed him once at about 12 pm.

I change the water once or twice a week.
I do 30-50% changes.
I add water conditioner. (Bettasafe)
I consistently test the water.
Current parameters are:

Ammonia: 0
Nitrite: 0
Nitrate: 20
pH: 7.0
Hardness: 0

He became deeper purple and looks healthier except for the fin loss.
He sims around kind of jerkily now. Other thank that, no real behavior change.
about 5 days ago, the fin rot started getting worse, but he had a very small case of fin rot when I got him.
I am on Day 4 of a treatment of Maracyn and Maracyn II, adding a teaspoon of aqaurium salt pre-dissolved, to his tank.
As far as i know, he has no other ailments.
He was an adult when i got him, so I'm not sure of his exact age.

Yes, Choclatebetta, I intend on doing daily water changes in his hospital tank. I don't have a bigger tank besides the 10g at the moment, unfortunately.
Thanks for your input. (:
