I've heard it highly recommended that water be changed (25% to 50%) weekly to reduce DOCs (dissolved organic compounds) as well as reducing nitrates. Start a thread asking what the DOCs actually are. I tried once to no avail.
For Betta, more important than gal/hr of flow is the sufficiency of area for the bacteria to colonize, combined with the flow over that area. Lots of filter foam makes for a stable cycle even with low-flow,.
