Exclamation EMERGENCY-My betta fish has badly frayed fins!!

Recently I noticed that my fighter fish has badly frayed fins.
I do a 50% water change once a week and have a filtered and heated 9 Litre (about 2.5 gallon) tank.
Could this be fin rot, if so could you tell me how to fix it??

it looks like tail biting, your filter is baffled right? just keep him in clean water, itll heal up eventually, if he lets it

Sorry about the late reply but I posted this early in the morning and fell asleep.
I might sound a bit stupid but what is a baffled filter??
And will it heal by itself or do i need medications??

a baffle is... something that reduces the flow of the filter, does it create a current in your tank? does it push your betta around when he swims near it?
and you shouldnt need medications, maybe add another 25-50% water change within the week and it will be completely healed in a month

Ok I will do that. And yes when he swims under it (it's a hang in filter) it pushes him a little bit
