New betta with messed up looking tail

Housing
What size is your tank? 2.5 gallon
What temperature is your tank? 75
Does your tank have a filter? No
Does your tank have an air stone or other type of aeration? No
Is your tank heated? Yes
What tank mates does your betta fish live with? N/A

Food
What type of food do you feed your betta fish? Omega one pellets
How often do you feed your betta fish? twice a day

Maintenance
How often do you perform a water change? Once a week
What percentage of the water do you change when you perform a water change? 100%
What type of additives do you add to the water when you perform a water change? Stress coat+

Symptoms and Treatment
How has your betta fish's appearance changed? I got him yesterday and his tail looks almost stuck togeter

Fin nipping or fin rot but the temp is a little low and a filter would help if it is fin nipping stimulation helps.

Seeing as you got him yesterday, nothing about your tank did this to his tail. It looks like fin rot, or fin melt. But your tank setup seems fine so keep up with the clean water, make sure he stays fed and watch him heal. The best medication for damaged fins is clean, warm water.

If you can raise the temp a little that would be great, but really it's fine if you can't. My tanks sometimes fluctuate between 74 and 80, depending on the day, the time, how many doors are open in the house, what color my nail polish is.... you know. So he's fine.

Thought it might be fin melt since his tail is curled up at the edges too.
