Are you talking about ordering a new filter cartridge? Changing the filter cartridge removes beneficial bacteria, meaning you cannot cycle the tank, or keep it cycled.
That means that you need to be doing much larger water changes. What size is your tank?

Okay since you arent going to cycle your tank, you should do at least 2 water changes per week- 1 50% change and 1 100% change. If you never do 100% changes, the ammonia will build up and kill your fish.

Sometimes bettas don't get along with snails, each betta is different. Your tank is too small for a betta AND a snail. You should only have the betta, you need at least a 5 gallon tank to have a snail with him. Snails poop a lot and add bio load.

Okay, if you're going to keep them both in there, then do 3 weekly water changes- 2 50% changes and 1 100% change, because the snail will add a lot of ammonia.

snails are poop machines so its a very good idea to clean out the gravel when you do the 100% water changes.

Why are you getting a new filter cartridge? You should cycle your tank so you don't have to do so many water changes. If you change your cartridge you'll be getting rid of beneficial bacteria and you'll have to cycle all over again. My filter is gunky too, but I rinsed it off once, which doesn't get rid of the beneficial bacteria. If you're having an algae problem, I think there are other ways to take care of it.
