If your space is limited there are a bunch of great tanks designed to take up minimal space. This 6 gallon tank is very narrow so you can keep it on a bookcase or a desk:

As far as your filter cartridge goes, when you've dumped most of the tank water into a bucket for a water change, you can take out the filter and rinse it in the old tank water to get any debris off it without killing the beneficial bacteria. Just put it back into the tank after you've cleaned it off.

Just make sure to rinse it off in used tank water, NOT water from the tap.

You can always use filter floss for media. It looks exactly like the stuff in really cheap pillows and I've heard some people actually do use the stuffing.

As long as it's 100% polyfiber, it should be safe for aquarium use.

Craft stores should have the poly filbers giant bags.
