I noticed that you don't have a temperature reading, and you answered no to having a heater? You may want to invest both of those things, if not at least a thermometer; they're only a few dollars. I would get one that suctions to the side of the tank, not an adhesive one. But a heater is a must.. please keep us updated. You could use tap water with a water conditioner. I'm not sure how well bottled water works. Just remember that if you use any tap water whatsoever, you must use a conditioner.

I lost my thermometer so I have no idea and I don't have money so I can't get a heater. I know it's not good but theres nothing I can do

Does your tank have a filter and if so is it cycled ?

Can you maybe dig up some change, and get a little thermometer? A reading would help out a lot.. I've had to do this before. If there isn't some sort of solution, and this isn't anything against you, but maybe think about rehoming him? It's a hard decision, but sometimes it's for the best. I hope they can help you out, but pet store employees usually aren't very qualified to advise you on how to treat bettas. Or any type of fish, for that matter..
