I have a 1.5 ( well, 1.7 tbh) and my fish are perfectly fine. Heated and constant water changes are the key to keeping fish in small tanks.

I look at it this way ....once bettas reach a certain age most breeders put them in jars, then they get shipped to a petstore and placed in even smaller buy the betta, place it in a 1 gal with sand/gravel/plant/heat/clean water and plenty of food = one happy betta! :)
