Weird little white dots only on one fin?

So after I first discovered my tailbiter actually WAS a tailbiter, I found there are weird little white dots on just his left pectoral fin. They've been there for a while now, and he tends to clamp that fin. However, even after multiple treatments of AQ salt (They've been there for 3+ months but haven't spread which makes me think they aren't ick) they aren't going away. What COULD they be if not ick?

check out Lymphocystis. If this is what it is; clean water and time will be about all you can do. It can clear up on its own and will with clean enough water.

I did check those out, these dots look nothing like that =/ They're the size of the ick parasites, but they aren't fuzzy nor are they spreading...

No, sadly. He never stays still for me when I have a camera out. It's not only one single dot, but a cluster of 4 little dots ON the pectoral fin. I know the lymphocysts aren't fuzzy, but don't they start under scales, not on fins?

nope, they can be on the fins as well. if you do a google search and go to images it shows its not just isolated to the body.

Looking at the pictures, these little dots look nothing like that =/ closest thing I could compare it to is ick, though by now if it was ick it would have been all over his body by now =/
