advanced fin rot?

Today my new rescue/sympathy purchase is missing the tip of his tail and its all fraid. He hasnt unclamped yet and we are on day 4 of having him. I dont see blackening around the tail, just the shreds and I really dont think its a filter issue as hes never by the filter. Should I treat him for fin rot or wait? If it is fin rot its advanced fin rot as last night his tail was 100% together. Im thinking there are some underlying issues with him but his personality is great, hes friendly and very active. His temp is 78, he gets a 50% water change every other day and his water is treated with AQ salt and stress coat with aloe. I do not have water readings.

How big is the tank. A 50 percent water change is better. Copper medicine is good. Varied diet is good for the immune system.

A tad small daily water changes for a sick fish are a must. Do a water test.

Could it be possible that he tried to unclamp his fins and they tore?
