Take the pleco out or use a bushy nose pleco. They will be less aggressive and always eat algae. Take the Mollie out, they are brackish water and only live for a short time in freshwater. Boost the platties up to at least 5 since this is a bigger tank. And take the white cloud out, it is a schooling fish. Then bulb up the neons a bit more to like 15 or more. And unless you are going to find the frog everyday in the tank and hand feed it, take it out. They should generally be kept in groups in a species only tank so they get food.
Um, the Mollies and Platies need to be kept in groups 6+. They will feel insecure and such but the Tetras are fine. It all depends. IMO the tank setup should be a Betta, 10 or so Platies, Pleco, and the shrimp and frogs. The Pleco gives off so much ammonia so you need to limit that stocking. Mollies prefer BW and appear to be stressed most of the time in FW.
