Odd Harlequin behavior

Harlequin Rasboras, had these for about a year now, they've been raised on stealing the betta's pellets so they're pretty big. Caught them doing this... it looks like some sort of breeding or something hiding behind the big rock, but idk for sure. would think if they were breeding i'd have thousands of them by now.

When a fish like that breeds it lays the eggs fertilizes them and swim away. If they come across the eggs again they eat them?
