1 female betta - 2.5 In.
3-4 Ottos - 2in each - 6-8 in.

Your already at 10 inches. THe thing is, Otos are usually shy and do not produce a lot of waste, so I personally think you could add maybe 3-5 Neons, IMO.

My 10 Gallon Community Tank

Is almost done cycling and I know what fish I want to put in with my female Betta, but I do not know how many would be appropriate, which is my question.

In the 10 gal will be:
-1 female Betta
-? Neon Tetras
-3-4 Ottos

You shouldn't overload the filter, so only add 1-3.

I would suggest putting the betta in first (if she isnt already in it), and then some Neons. Otos need algea to eat. Some wont live on anything else.

Ok, thanks. I'm hoping I can purchase these fish this week, but being low on money I may not.

Would it be bad to add them all at once or would it be better to lower the chance of aggression?

Yeah, the filter is kinda cheap. Actually the cheapest I could find at Wal-Mart and I don't want to crowd the tank.
