All he does is lay on the bottom unless I feed him then he will come up to check it out. Then he will go right back to laying on the bottom. Is there something wrong?
Something wrong? Probably, yes. Bettas are active fish, and don't get "lazy". They get cold, or sick, or run down from ammonia exposure, etc.
How big is your tank and what's your water change schedule?
What and how often are you feeding him?
Is he eating okay?
Is your tank heated? What's the temp, usually?
Are his fins ragged-looking? Clamped up a bit? (as opposed to being puffed out like full sails)
Knowing this stuff will help us figure out why your fish is acting lethargic, so we can suggest stuff to help him feel better.

I feed him morning and night enough pellets until he stops eating. He did not eat this morning. 2 gallon evolve 2 tank kept around 78 degrees. Filtered 24/7. 50% water change last week. Fins are ragged, seems to be a darker color. He just doesn't look good. Should I do a full water change?
