Water Tempature

Hi!
I am new to this forum, and also a new fish owner.
Bubba, my new Betta, is in a half gallon starter tank. Yes, this was on Pet stores advice... I know!!!! I am going to purchase a five gallon tank with a heater and a filter and all that, although for now, I want to do the best for Bubba in the tank he is currently housed in. Right now I do 100% water change twice a week for my little veil-tailed male betta. My main concern right now is the water temp. Please try to refrain from bashing me The water is at 71 and I would like some ideas of how I can get the temp up to between 75-82. Could I put a heating pad underneath the tank? Let me know your thoughts. Thanks

I put mine on a heater pad in a semi enclosed space so the heat wont escape. if you have any electric appliances that have warm transformer boxes you can try that too....
get the thermometer first though
