Have you started treating your fish? If so, how? no
Does your fish have any history of being ill? A friend dropped him off at my house quite ill, he was in a small tank and barely moving. He was white with a slightly blue tinge to the fins. We moved him to a larger heated bowl and after a couple weeks he recovered and his body turned a pinkish colour and the fins a light blue. At this time he got some red spots on his forehead and I figured they were just a part of the colour change. Now a few weeks later the spots on the head have faded somewhat and new spots have appeared on his bottom fin. I'm not sure the different spots are if they are the same thing.
How old is your fish (approximately)? I've had him around two months

Here are two pics from when he just had the forehead spots

and now with the fin spots

eeee that looks like coloration, but I would keep an eye on him to see if they are spreading. also if they look like broken blood vessels, it could be an internal bacterial infection

a lot of bettas have red faces (i think it's some form of piebalding but i'm not sure) i know it's a bane for lots of breeders to remove if it works against the color palette they're working with.
