Fin rot and water prams/treatment?

No Nen has fin rot on his tail...ive been watching him because hes been having some shredded tips and today i see black edging and big splits. He had to go for a period of time without a filter and I think it started then, but now I have had the new filter up and running for about a week and ive been doing 50% water changes every other day and adding stress coat and the past water change the day before yesterday he had AQ salt added to his tank, but it didnt help :/

These are my water prams

Ph 7.6
Ph High Range 8.0
Ammonia 0
Nitrite 0
Nitrate 0

This is the first time ive been able to test the tank since I just got the test kit. Hes in an evolve 4 tank with about 2-3 gallons of actual swimming space.

Should I put him in a hosital tank and do 100% water changes daily?
Should I keep him in his current tank and do something like 70% water changes every day/every other day?
Should I use AQ salt?
Should I use IAL's?
Should I use both?

Any thoughts? He seems a tad bit under the weather.

Also I have no idea what my idea water prams should be, to me it seems the Ph's are high? Are my tanks cycling?

I would imagine my other 2 identicle tanks would read the same? They all have one Anubias plant & Java fern.

okay, since I got no responses ill do a water change of 70% and add IAL leaves to the tank, no salt and see what happens.
