Why all are of my fish getting sick at the same time!?

I need a bit of help because I don't know what to do with these guys:

I have a brown male veil tail, who has been sickly for about 2 months.
He is in a 1/2 gallon quarantine jar inside of a heated 10 gallon.
He has red dots all over his body and fin rot/clumping.
I have been trying various anti-bacterials with no effect and use salt regularly.
What do I do?!

I also have a blue half moon that has recently developed fin rot... ugh.
He lives in the heated and filtered 10 gallon.
Its weird because I change 40% of his water every week and add a small amount of salt with each change. I also noticed that he has weird brown growths on the tops of his eyelids and also the same brown stuff coats the bottom of his body, though it doesn't look like velvet.
Any advice?
These two are becoming a real hassle with all of my classes and homework and such.

Correct me if I'm wrong, but it sounds like you have them in the same tank. If that's the case, they can and will get sick at the same time. Even if you took the one fish out and quarantined him, the bacteria that caused his illness is still in the water. You need to treat the whole tank as well.
If it's just that your original sick fish is being floated in the other one's tank and they never shared a tank, I would look into the small hospital tank and make sure they're isn't a leak or some other way of his hospital water contaminating the big tank's water.

They shared a tank for a month, and then I took the brown veil tail out. The blue halfmoon was fine for this whole time, until today when I noticed the fin decay. I have checked on him everyday so It mustve just developed today.
