A lot of "bad care" can be attributed to pet stores not being "up to date" on what is considered humane living conditions. I also found this to be true with hamsters where the standard cage is much smaller in sq inch-age than is considered adequate (360sq/in btw). Wal-Mart had several sub 1-gallon tanks for bettas and I even have mine in a 1 gallon but that is before I knew that perhaps at least a 2-2.5 is what is now considered adequate. But with the internet being as accessible as it is now, there is little excuse not to at least look up this information.
