Betta Baby Floating Vertically

I just bought another betta baby today, even though it was floating vertically, I couldn't resist because it was white (I love white fish). I was wondering if anyone could give me advice on how to help it swim upright again ):

I gave it clean water, and I have a temporary 1 gal bowl for it until it's big enough for my 10 gal, but I want to let it stay in its Petco cup, in case he sinks. The cup's floating in the 1 gal bowl, and the water's around 80. It doesn't want to eat, and it struggles to swim when it's not floating near the top of the water vertically.

Help please!

EDIT: Forgot to add, his tail fin is clamped at the tip and red.
