Exclamation Fin rot won't go away? is it rot?

My Blue CT Aiden, may have a really light amount of fin rot. (sorry, can't take a picture) but on the tips of his bottom/middle fins, it has specs of white. on the bottom fin, it is semi-reddish clear and a tiny bit curled. I have been treating him with AQ salt for 9 days now, but I don't see much change. Is it fin-rot?

Clear is new growth but I haven't witnessed clear/red myself. Also try to answer as many of these as possible so we can help the best we can. :0)

Does your tank have a filter?
Does your tank have an air stone or other type of aeration?
Is your tank heated?
What tank mates does your betta fish live with?

What type of food do you feed your betta fish?
How often do you feed your betta fish?

Maintenance

How often do you perform a water change?
What percentage of the water do you change when you perform a water change?
What type of additives do you add to the water when you perform a water change?

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed?
How has your betta fish's behavior changed?
When did you start noticing the symptoms?
Have you started treating your fish? If so, how?
Does your fish have any history of being ill?
How old is your fish (approximately)?

What temperature is your tank?- don't know
Does your tank have a filter?-no
Does your tank have an air stone or other type of aeration?-no
Is your tank heated?-no, but I fill it with warm water.
What tank mates does your betta fish live with?- None

Food
What type of food do you feed your betta fish?- Tetrabetta/aqueon pellets, occasionally fd bloodworms
How often do you feed your betta fish?- every other day.

Maintenance
How often do you perform a water change?- right now, everyday because of treatment.
What percentage of the water do you change when you perform a water change?- 100
What type of additives do you add to the water when you perform a water change?- Water conditioner

Water Parameters:
Have you tested your water? If so, what are the following parameters?- No

Symptoms and Treatment
How has your betta fish's appearance changed?- Hasn't changed since my mom brought him home.
How has your betta fish's behavior changed?- No changes.
When did you start noticing the symptoms?- Sept 28th, the day I got him
Have you started treating your fish? If so, how?- 1/2 tsp of AQ Salt, then when I didn't see results, I slowly increased the doses, now at it's max, 3tsp dissolved, premixed.
Does your fish have any history of being ill?- Not that I know of.
How old is your fish (approximately)?- He looks like a full-grown adult, but I am not sure.

(Side note:Working on saving money for a nice big tank/supplies.)
