Betta clamping and shredded fins

I'm sure that this is a common question.
I noticed that my male betta is now kind of clamping his fins a little and and the edged of all of his big fins look kind of tattered and shredded. He's lot listless and he still has a lot of energy.
I can't imagine what he's shredding them on. There's nothing sharp in there. Is he scraping himself on gravel or something? His tank water seems fine if a little cold because the heater is crap (and the wife won't let me buy new heaters because we already spent a lot of cash on these tanks).
Is this something to be worried about? It doesn't look like anything fungal or anything.

How do I confirm fin rot and not injury?

Water quality test also do a water change.

Blacklight, what you can do is the panty house trick, or just run your finger against the decorations and see if you can find any point or sharp parts.

With fin rot, there's usually a black outline OR you will just notice the tattered parts with no signs of fin biting. There's some grey area between the two, but either way lots of clean water, high protein food, and AQ salt will help :)

Well, there's no sign of any black outline on them. They just seem to have a slightly tattered look along the edges. He's not clamping a lot but he is clamping a bit.
My wife thinks that he scraped them up on the gravel. The heater is down low near the gravel and he likes to travel along that wall of the tank, then squeeze himself under the heater as he goes instead of just going around the heater (stupid fish). I just moved the gravel to give him a nice clearance under it. I just did an ammonia and PH check and both came out fine.
I'll get the water changed first thing in the morning anyway.
