Exclamation Please help diagnose my betta

I've had him for a couple months and he was doing good up until a couple days ago. I did a full water change to clean out the bottom of his 3 gallon bowl. I usually use the gallon jugs of arrowhead water but this time I added some dechlorinated tap water to try to get him used to it. He had something hanging off his gil when I did the water change but when i put him back in his bowl it was gone and now he won't swim around or follow my finger like he did a few days ago. He just sits in one spot and darts away from me. He ate last night but today he just spit out his food. Can someone tell me whats wrong with him?

How did you reacclimate him to the new water? Going from bottled water to tap water might be a big change in pH, depending on what the pH of both waters are. What's the water temp? Is it heated? Filtered?

I just added some of the treated water to his other water. His tank is heated and has a plant in it

What temperature is your tank? 78-80
Does your tank have a filter? not anymore
Does your tank have an air stone or other type of aeration?
live plants?
Is your tank heated? yes
What tank mates does your betta fish live with? none

Food
What type of food do you feed your betta fish? previously flakes, now pellets
How often do you feed your betta fish? twice daily

Maintenance
How often do you perform a water change? every week or week 1/2
What percentage of the water do you change when you perform a water change? 25-50%
type of additives do you add to the water when you perform a water change? none recently added a little dechlorinated tap water

How has yourbetta fish's appearance changed? had something hanging from gil but it cam off during water change
How has your fish's behaviour changed? Sits in one spot doesn't swim around unless darting away from me spits out food when fed and hides in his tree or behindhe lilies
When did you start noticing the symptoms? A couple days ago, the thing on the gil was four or five days ago and came off two days ago
I haven't done any treatment at all
I've had hime just a few months and he's grown a little since I've had him

Hmm....besides your water changes not being quite frequent enough(in that size of tank, you should be doing at least two water changes per week....without a filter, one 50% and one 100%)it sounds like you've got a pretty good set up going on.

Its gotta be the water....how did you acclimate him back into the tank? Exactly how much dechlorinated tap water did you use? What dechlorinater did you use? Did you test the PH and other levels of your tap? The PH of the spring water? There could be a very drastic difference in chemistry between the two and you may have just added in a little too much tap right away and/or not acclimated him slowly enough....
