Norbert having trouble swimming but eats

It has been about a month since I accidentally shredded his tail and he just lays at the bottom of the tank unless I feed him. Should I be worried or not?

Generally lethargy, especially for that long isn't a good sign....

Have you seen any regrowth on the fin damage? Whats your setup for him like(size, temp, water changes, all that)? Have you tested your levels lately?

Nevermind, he's swimming happily now after I lowered his water level.
